ANNUAL REPORT 2024-25
Transform funding for
community services in Queensland.
Make Queensland Fair campaign
Through the Make Queensland Fair campaign, QCOSS and our partners highlighted the urgent pressures facing Queenslanders and the frontline services that support them. The campaign called for immediate cost of living relief and long-term reforms to strengthen the community service sector.

Together, we secured tangible outcomes that eased financial stress for households, including energy bill rebates, cheaper transport and car registration, and major new investments in food and emergency relief. Just as importantly, the campaign achieved critical reforms for the community services sector, stronger contract provisions, longer funding terms, and increased investment in frontline services. These changes marked a step toward building a more stable, sustainable, and fair funding model for the sector.
Our advocacy also delivered broader outcomes for Queensland families, contributing to the landmark Putting Queensland Kids First package, which includes extended free kindy, improved child health checks, and the rollout of school-based family hubs in Aurukun and Kowanyama.
Our Make Queensland Fair partners were 54 Reasons, Aboriginal and Torres Strait Islander Legal Service, Act for Kids, Anglicare Central Queensland, Anglicare North Queensland, Carinity, Financial Counsellors Association of Queensland, Meals on Wheels Queensland, Relationships Australia, St Vincent de Paul Society Queensland, Volunteering Queensland and YMCA Brisbane.

Turning the tide on housing
The Town of Nowhere campaign, finalised in 2024, brought together a coalition of community organisations determined to end the state’s housing crisis. By using evidence, elevating lived experiences and practical solutions, the campaign built bipartisan support for lasting reform to address the housing crisis.
Through this collective advocacy, we secured bipartisan support for a 22-year housing plan, a record commitment and investment to build 53,500 new social housing dwellings, increased funding for homelessness and crisis services, rental reforms, and streamlined planning processes for social and affordable housing. These achievements show how the power of community campaigning can deliver system-wide change that endures beyond the election cycle.
Our Town of Nowhere partners were 54 Reasons, Anglicare Central Queensland, Anglicare Southern Queensland, Brisbane Youth Service, Centacare Central Queensland, Footprints in Brisbane Inc, Kyabra Community Association Inc, Lifeline Darling Downs and South West Queensland Ltd, Meals on Wheels Queensland, Micah Projects Limited, St Vincent de Paul Society Queensland and Wesley Mission Queensland.
